We appreciate your inquiry regarding the Hawaii Restaurant Card Program.
There can be a few generalized reasons as to why you may not have qualified for the Hawaii Restaurant Program.
If you were not paid a benefit in September 2020 for the month of September 2020, your data was not included for card production and unfortunately will not receive a card (even if your claim is approved in the future). Meaning that if your claims for September are pending and not processed followed with the payment for at least one week of September, you may not be eligible. Filed and received a payment IN September for the week ending September 5, 2020; September 12, 2020; September 19, 2020 or September 26, 2020
Currently those in PUA: The federal government’s CARES Act created a separate Pandemic Unemployment Assistance (“PUA”) program that extends eligibility to individuals who normally do not qualify for traditional unemployment benefits. This new program is not administered within the Hawai‘i Department of Labor and Industrial Relations existing processing system. Thanks to additional funding provided by the Governor, DBEDT is exploring options to expand the Program to include eligible PUA claimants. More information will be updated here as it becomes available.
The initial Unemployment Insurance ("UI") claim has to be March 1, 2020 or later with the reason must stating that the job loss was due to the COVID-19 Pandemic. If one has filed an initial claim before March and is not COVID-19 related but that individual was place on pandemic emergency unemployment compensation ("PEUC"), that individual may not be eligible. If you filed a claim in September, but did not get paid until October, you are not eligible. Partial unemployment was not a factor, but those on partial unemployment must meet all other criteria.
Unfortunately, if you are not eligible, you do not qualify for the program as it was set up by the State.
