条例89号－オアフ島短期バケーションレンタル新規制法について

バケーションレンタルでの法律が変わったようですが、

1) 「バケーションレンタル事業許可証（NUC）」のない物件は「リゾート地区」以外での「短期賃貸（B&B及びTVU）」を禁止する。

＞ワイキキでのリゾート地区はクヒオ通りからビーチにかけて。なので、
クヒオ通りからアラワイ沿いの建物は、今まで通り短期の賃貸は可能でしょうか？

2) 2019年8月1日より、（実際の運営だけでなく）ただ単に非合法短期バケーションレンタルのを広告を出しただけでも違反行為となり厳しい罰金 の対象となる可能性があります。　
Violators could face fines of as much as $10,000 a day.

＞これはこの「びびなび」などAirbnbやVRBOなど大手のサイトでなくても対象となるのでしょうか？
今まで違法の短期賃貸は野放しにしてたのに、いきなりそこまで厳しくはしないような気もしますが
詳しい方教えてください。
