Currently only CDC issued certifications are available. They have not decided how to handle items issued by other countries, so it depends on whether there is an update. At this time, I personally feel that we will continue to only issue CDC-issued certificates for the time being, not accepting those from overseas, as we are inundated with Mainland travelers while appealing to them to refrain from traveling to Hawaii.

You can use the information that is Uploaded to the Safe Travel Site.

So PCR testing within 48 hours is not required.
