日本からの渡航

制限付きで日本からの渡航が可能になりましたが、ハワイ州の指定する検査機関での72時間前の陰性証明、これは必ず受けなければいけないのでしょうか？
今まで通り、14日間の自主隔離を選択しても良いのでしょうか？

もちろんでございます。

むしろに、基本は14日間の隔離ですが、例外として陰性証明があれば隔離を免除しますよという位置付けです。
