If this continues, am I going to have to apply for EB20 without getting PEUC ？

I received a letter from UI today regarding EB.
The letter said that those who have completed PEUC and meet the following conditions （ ） mentioned in the letter can apply for EB.

If you have already started working full time, applied for EB, or filed a new claim for unemployment benefits, please ignore this letter.

I guess new claim for unemployment benefits is PEUC, I tried clicking on PEUC from the UI site but it said you can no longer do that, so I clicked on EB and applied for the EB one.

I received a shared EB20 application notification letter in the mail from the UI office. In it, the EB20 requirements were clearly written and I am transcribing them. Here （ A through I ） are the official EB20 requirements for the state of Hawaii.

（ A ） You must be currently unemployed.

（ B ） If you are working less than full time, your gross earnings
