Based on past cases of EB20 applications in the early season, the responsible team and I are guessing that once the Benefit Year End expires, the unemployment insurance will expire once the EB20 application or PEUC 11 week extension is filed. However, it is just a guess.

I understood that if I want to apply for EB20, I should apply for EB20 with zero balance and before the expiration of benefit year end, but when exactly is zero balance? If my current balance is 600 and my weekly WBA is 300, my balance will be zero after today's 2-week application.
However, the balance will remain at 600 until it becomes PROCESSED.
By the time it is processed and the balance is zero, the benefit year end deadline will have passed.

I had been so restless with the ever-changing UI announcements and system changes that my mind was wavering between applying for EB20 every day or waiting for the PEUC extension, but this morning's ＃ 568 announcement has finally made my mind firm ！

I have already finished PEUC on 12/12 （ I have 0 balance on 22nd ） so I guess I have no choice but to apply for EB20. I will apply for EB20 tomorrow, the 28th.

Since then, I had another discussion with the responsible team. From the information shared by various people, including locals, there are two types of applicants: those who have had their Benefit Year End automatically corrected by the UI Office to March next year, and those who have not. Given this, we thought that it was a system error on the part of the UI office and that human error would be the most likely cause.

Also, I rechecked the EB20 condition rule （ #548 and #557 ） officially announced by the State of Hawaii, and it says "those who have exhausted their PEUC account balance" and "those whose Benefit Year End deadline for UI unemployment insurance when they first applied was May 23, 2020 or May 23, 2020 or later".

This means that even if the Benefit Year End expiration date has expired, the PEUC account balance must be used up to meet the EB20 requirement.

If you get the following rejection message immediately after applying for EB20 with the Benefit Year End expired, please contact the UI office. According to the responsible team, the EB20 condition rules are well written, so as expected, if you inquire after you have applied for EB20, the call center will be able to fix the Benefit Year End without saying "we cannot fix Benefit Year End". They said that they would. I hope the UI office will re-set it as soon as possible so that this rejection message will not appear immediately, but I think they must be fumbling around, so I don't expect much.

As I shared the link in #498 of this topic, according to the official announcement from the UI office, if the 11-week PEUC extension is decided, the 11 weeks will be （ the first If you are selected for the 11-week PEUC extension, you will receive a total of 24 weeks ） including the first PEUC. Also, the PEUC application period will be extended until the end of March 13th. Please read the PDF file attached to the link.

As you said, there is no benefit if you choose YES if you have used up your PEUC account balance. As I told you in #568 of this Topic, according to the team responsible for reading The Second Stimulus Package, which is over 5000 pages and several people who assisted me, "The PEUC 11-week extension does not apply if you exhaust your PEUC account balance".

Please re-read the message from the responsible team in #568.

From what I read in the stimulus proposal, the PEUC is not retroactive to where the claimant left off after exhausting. As far as those that As far as those that still had PEUC benefits left at the time of expiration of the program, that may be retroactive.
