I have had alarms go off when I buy steak and expensive cosmetics. I used to wonder why ？ ？ too, but as you say, Wagyu beef, cosmetics, clothing from Japan(ステテコ)masks have another sticker-like barcode on them in addition to the barcode to scan the item.
That reacts at the exit.

The reason I know this is that when I bought a pair of pants, I couldn't read the barcode no matter how many times I scanned it at the self-checkout and the staff helped me and the barcode for the item was somewhere else.
