Sorry for the late reply. It took a while for this consultation topic to be reflected on Vivinavi after I posted it, and in the meantime, I had a lot of problems, so I called 911 and asked for advice. Then I found out that the police and fire department (救急) had a history of several cases where she had collapsed on the road and was taken to the hospital, and that they had tried to support her from the state, but she was adamantly refusing to do so. She trusts us and listens to us, so we got between her and the staff sent by the state, and today she finally convinced us to accept state support. We were having trouble knowing how far to intervene since they are not our relatives, but we were relieved that we managed to bridge the gap to the support group.
